III. CALL TO THE PUBLIC
Councilman Jones announced that 2025 is the 50th year that John Urtz has been Supervisor for the Town of Lee. Thank you, John, for your dedicated service to our town.
Ron Labella - Brush pile not picked up at his home. Councilman Mastrangelo reminded him that he was told the pile is not in compliant with the brush pick up rules and that the town does not pick up brush from lot clearing. Highway Superintendent Baker stated that it would take 10-12 tandem loads to remove the brush. Councilman Jones asked Mr. Labella to get price from a company to do the pick up.
Doug Singleton – Concern regarding the Sheriff's Barrack having a water leak. Councilman Jones stated a leak at the mop sink has already been fixed but he will check with the barrack.
IV. OLD BUSINESS
1) Hogan Engineering – Streun Rd culvert – Engineer Tim Hogan recommends to the board:
Wm. Haver Excavating- bid = $929,889.48 – (letter in packet).
Mr. Hogan stated that the above bid is the lowest and responsible bid.
Councilman Finster MM, Councilman Mastrangelo 2nd to accept the culvert bid from Wm. Haver Excavating. All in Favor.
2) NYS Lead Service Line Inventory – update.
The required 2nd letter was verified by Supervisor Szyper to the state. Three properties have been identified with galvanized.
3) Houser Road - adding a Bailey Bridge for snowmobiles only – update.
Attorney Rossi said this will be discussed in excessive session.
4) Shelter needed for Dog Warden to house found/confiscated dogs – update.
Contract from Kerry Casler to be given to Councilwoman McCullough by this Thursday.
5) Skinner Road land purchase - update.
Councilman Mastrangelo says an appraisal is needed.
6) Over head doors for Highway garage – update.
Ryan Lucia w/RJL Installations gave two quotes to fix the one garage door that is
currently inoperable, either R10 - $5,700.00 or R16-$5,800.00.
Councilman Jones MM, Councilman Finster 2nd to accept the $5,800.00 bid to repair the door.

7) Delta Lake Estates – brush pile – update.
See Call to Public above.
8) Noise Ordinance Law of the Town of Lee – Tabled from last month – update.
Use nuisance law instead – tabled again.
9) Agreement with Pioneer Pumps to repair the Water Dept pumps – update.
Discussion with board and Supervisor Szyper, he will look for other options.
10) Town Park being closed due to vandalism – update.
Park has been reopened. Troopers spoke with the owner of the vehicle viewed on camera. No charges, gave warning to not happen again.
11) City water service to create new district – update.
Petition to include Stokes corner, north on State Route 26 – this would be a different district. Councilman Jones said a meeting with Jack Dodson will be set-up. Inquiring
on the Grant, it is due in April.
V. NEW BUSINESS
1) Carefree Lawn service for 2025 Town Hall – (copy in packet).
Councilman Finster would like to see what the cost would be to add the spraying at the Town Park. Tabled.
2) White's Clock and Carillion, 2025 contract - (copy in packet).
Councilman Finster MM, Councilman Mastrangelo 2nd to accept the $650.00 a year for 2025. All in Favor.
3) Brenda Furman will be lead Assessor for 2025.
No objections.

Board reviewed letter. Announced that two new hires started today.
VI. ANNOUNCEMENTS
Highway Superintendent Baker:
Two new hires for MEO positions started today.
The new truck has been received and is being fitted for plowing equipment.
The snow fall last week was over 6 feet.
-garage ran out of fuel – Councilman Jones stated Mr. Baker paid his own money
over the weekend to keep the plows running. Councilwoman McCullough stated
that Highway Department should have a gas card.
-Ran out of salt, American Salt Company was not sending salt to fulfill the state
contract.
-During white out conditions, two trucks flipped into ditches – no one was hurt. A
wing was broke on one truck.
-Five feet of snow was measured on Belcher Road.
-Councilman Jones kept the garage plowed during the storms.
Supervisor Szyper:
There were two water main breaks over the weekend that have now been repaired.
Attorney Rossi:
He was at court for the Martino property on Capron Road. The property is being
cleaned up.
Assemblyman DiMaggio:
-Would like to thank the Highway employees for all their hard work during the storms.
-3.4 million dollars was brought into the county during the women's hockey at the Nexus
Center in April 2024.
VII. BOARD MEMBER COMMENTS
Councilman Mastrangelo:
-Turned in letter for Stokes School zone request.
-Thanked the volunteers for bringing food and snacks to the Highway garage during the
storms.
-Contacted the newspaper regarding park updates since the 2019 incident.
Councilwoman McCullough:
Reviewing playground options that will be upcoming.
